17,000 people live, work and study in Ülemiste City

Которые многие используют общественный транспорт для того, чтобы добраться до городка.
One of the most negative factors was the closure of the streetcar line serving the airport, which worsened the accessibility of the neighborhood and led many people to use cars again. While 92% of the Ülemiste City community were satisfied with the accessibility before the streetcar line was closed, last year the level of satisfaction dropped by 14 percentage points. Already last year 5% people from the community returned to car use, and we are confident that after the new reform the customer satisfaction level will decrease and the number of car users will increase.

Уже на первой неделе после вступления реформы в силу,
обратилось почти сто компаний,
whose office is visited daily by more than 2,000 people from Õismäe-Mustamäe directions, asking for the urgent restoration of the critical bus connection.
Route 13.
Автобус №13, заменивший маршрут №64, едет через Ülemiste City дольше: вместо обещанных +4 минут время увеличилось на 10+, а в час пик занимает 47 минут вместо 36.

Today I found out from my guys that out of 21 people at the distance 4 people go out daily and socialize with friends, 3 people - 2 times a week. The rest go out only to the store as needed, 8 people for a week have not left the house once!!!! Poor kids!!!! During the year, out of 92 people I teach, 11 people got a fashionable disease, 2 classes were put on self-isolation during contact teaching, one for spring break, the other one the day before the course. In one class a child was sick during contact training, but by some miracle the class was not sent to self-isolation, and oh wonder, no one else in the class got sick!!!!! What's all this dancing with tambourines for? !!! Why are the children deprived of a full education? I think the government is committing a crime!!!!!
Achievement fell in almost all grades, motivation to learn was preserved in units.

The situation with online education is disconcerting and begs the question: what is it all for? The complete lack of discipline of both children and teachers leads to a loss of control and communication between all participants in the process. between everyone involved. Teachers are not always able to conduct a quality lesson. And how can it be conducted if 32 pupils are involved in the process. The absence of any online teaching methods reduces all efforts to zero. Transfer of information only by talking and minimal amount of visual information also leads to the fact that the child is not able to master the material. All this can still be applied to the humanities, which can be independently pass, but such disciplines as math, physics, chemistry can not be learned in this format. Primitive schemes and on the move made inscriptions can not dedicate anyone. Some mooing of children, their complete absence from the lesson. Everyone's minding their own business. Is it impossible to invite at least two people to consultations on each subject? It is especially frightening that for two years nothing has been done that could at least somehow adjust the training to the current conditions.

Lessons are conducted digitally 2-5 lessons per day. There are no complaints about the lessons - they are conducted. Although a couple of times the teacher either did not see or something else, but did not join the child to the lesson. He was very scared and upset. He does not do homework himself, says he does not know how, does not understand. There is no interest in learning, the lessons are just boring and uninteresting. The teacher does not have time to explain the topic in 30 minutes of the lesson. Explanation is done by a parent, in the evenings, after work, to the detriment of other children and family. I do not have time to deal with my youngest child at all!!!! Lessons, assignments, lessons.... A teacher should teach, and not check how parents explained and did assignments. There is no evaluation, if at least something is done, it is excellent. No incentive to do something. If an assignment does not have to be sent to the teacher, the child does not consider it as an assignment at all. Homework is considered a parent's "whim" and not a teacher's assignment. I'm also a bad mom because I make her do homework. Self-work, not at all. At that age he is simply not capable of self-organization, ask any psychologist. All his free time is taken up with gadgets and TV. Does anyone seriously think that young children are able to learn independently? Problems not only with learning, problems with communication. A child has to learn to communicate, to socialize, and we have what??? It's just bullying. Kids are locked up in four walls. School-digital, clubs-digital, sports banned. How can you do theater studio digital!?!? Have you seen how fat our children have become???? It's just horrible! Every second suffers from excess weight...! And eyesight? For a year and a half of such "studies" my eyesight has fallen, soon I'll need glasses!!!!. At 9 years old? Parents are at work. The kid's alone all day. Became nervous, excitable, even aggressive. Reaction is inadequate, then crying, then screaming...it's just a nightmare!!!! It's hard for adults, but what about children???? In general, I just have no words....

The reform of the bus route network in Tallinn has significantly reduced the possibility of getting to Ülemiste City. The biggest problem was the closure of bus No. 64, which deprived a significant part of people coming from the Väike-Õismäe and Mustamäe area of an important and fast connection.

Ülemiste City has 17,000 people living, working and studying in Ülemiste City, many of whom use public transportation to get to the city. One of the most negative factors was the closure of the streetcar line serving the airport, which worsened the accessibility of the area and led many people to use cars again. While before the closure of the streetcar line 92% of Ülemiste City communities were satisfied with accessibility, last year the satisfaction level dropped by 14 percentage points. Already last year 5% people from the community returned to car use, and we are confident that after the new reform the customer satisfaction level will decrease and the number of car users will increase.

The reform, which came into effect in October 2024, cut several important connections and made the journey to Ülemiste City significantly longer and more inconvenient.

Already in the first week after the reform came into force, almost one hundred companies, whose office is visited by more than 2000 people from Õismäe-Mustamäe directions every day, asked for urgent restoration of the critical bus connection.

Route 13, which now runs through Ülemiste City, provides bus service to Väike-Õismäe and Mustamäe 24 hours a day and on weekends, but the travel time has increased by more than 10 minutes and the number of stops has increased (18 instead of 13 as was the case with Line 64). Initially it was promised that bus #13 would take only 4 minutes longer than the canceled route #64, but this is not true - according to the current timetable, bus #13 takes 47 minutes to travel from Väike-Õismäe stop to Lõõõtsa stop during the morning rush hour. In comparison, bus 64 travels this section in 36 minutes.

Travel time in the morning is critical for people as it influences their decision whether to stay on public transport or switch to cars. The experience of cancelling express routes between major neighborhoods in various European cities in recent years has already had negative results. We should not repeat these mistakes.

Before the changes were made, we had several meetings with the Tallinn Transport Department and the deputy mayor, where we explained our position and sent written proposals for new routes that were not taken into account.

We demand a review of the reform and the reinstatement of bus route 64 between Ülemiste City and Väike-Õismäe.

We are simultaneously sending this application to:

  1. Транспортный департамент,
  2. Городская администрация,
  3. Все причастные к маршруту районные администрации/самоуправления,
  4. Министерство экономики и инфраструктуры,
  5. Представителям/депутатам городской управы каждой фракции таллинского собрания,
  6. Tallinn Strategic Management Center.
